    Political Advocacy

    RPAC Supports the REALTORS® Party

    RPAC’s mission is to identify candidates for elected office on the local, state and national levels who will work with REALTORS® to promote and protect the American Dream of homeownership. Candidates that receive support from RPAC are not selected based on their political party or ideology, but solely on their support of real estate issues. Our legislative allies are members of the REALTORS® Party. The REALTORS® Party supports the issues that are important to your business as aREALTORS®, regardless of political party affiliation. RPAC uses its financial resources to support candidates for office who both understand and support REALTORS® issues. RPAC looks to build the future by putting dollars in places that will help advance the interests of real estate professionals. A strong, active PAC will assure that REALTORS® have a place at the table and not be on the menu. RPAC is insurance for our industry.

    RPAC Saves You Money

    REALTORS® are business people and know that the best way to do business is to maximize return on investment. So, how does RPAC help a REALTOR®’s business? CONSIDER THIS:

    • National Flood Insurance: Passage of the 5-year reauthorization will bring certainty to real estate transactions in more than 21,000 communities nationwide where flood insurance is required for a mortgage.
    • Mortgage Cancellation Relief: This full Senate package will extend the mortgage relief provision for an additional year. The package also includes a relief provision to limit the impact of the Alternative Minimum Tax (AMT) in ’12 and ’13 and renews the 15-year cost recovery for leasehold improvements through 2013.
    • Short Sales: NAR-supported legislation was passed in August 2012 that issues new guidelines to enhance and streamline the short sale process. This includes changes such as increased hardship eligibility, a fixed arm’s length affidavit, alignment of deficiency waiver policies and improvements to property valuation guidance.

    And specifically here in Georgia, RPAC has helped us accomplish numerous legislative victories:

    • Passing legislation that allows REALTORS® to engage in short sale transactions that had previously been interpreted by the state Banking Department as illegal.
    • Successfully limiting local government’s ability to register vacant and foreclosed properties by creating statewide standards that all local governments must follow.
    • Protecting REALTORS®’ ability to collect and distribute escrow funds.
    • Preventing attempts to place a legal duty on real estate agents to provide their client’s contact information to code enforcement officers if requested.
    • Defeating legislation to mandate a termite inspection prior to closing.
    • Passing an $1,800 statewide homebuyer tax credit.
    • Preventing statewide point-of-sale plumbing retrofit mandates.
    • Passing legislation to regulate Appraisal Management Companies (AMC’s).
    • Passing legislation to reform Georgia’s property tax assessment and appeals process.
    • Preventing local governments from registering residential rental property.
    • Preventing cities and counties in Georgia from charging individual agents a business license fee for each jurisdiction in which they conduct business.

    That’s money back in your pocket and added back to your business’ bottom line. Whether you are a broker-owner or a part-time agent, politics directly impacts your profitability. RPAC is an investment; your investment in your business.

    If Not You, Then Who?

    REALTORS® must be politically active. If not, who will take on the responsibility of protecting the values and rights we hold dear? Be assured that someone will – someone who may not value wise business planning and could threaten property owners and their rights. If REALTORS® do not speak out, get involved and help shape the discussion, someone else will. No one knows a community better than a REALTOR®. REALTORS® know the lay of the land, the families, the best schools, the neighborhoods and the leaders of any given area. REALTORS® work in every city, county and community in the nation. REALTORS® are on the front line as defenders of real estate issues. RPAC is the only political group in the country organized for REALTORS® and run by REALTORS®. RPAC exists solely to further issues important to REALTORS®.

    How Are RPAC Investments Used?

    100% of your RPAC investment is used to elect pro-REALTOR® candidates; 70% remains in Georgia to be used in state and local elections. 30% of your investment will be forwarded to National RPAC to fund key U.S. House and Senate races. RPAC is neither a Republican nor a Democratic organization. Your investment to RPAC is a vote for a pro-REALTOR® Congress, General Assembly and local delegation, regardless of political party.

    GARPAC contributions are voluntary and are used for political purposes. Contributions are not deductible for Federal Income Tax purposes. The Association will not favor or disadvantage anyone by reason of the amount of their contribution, and you may refuse to contribute without reprisal by the Association. Seventy percent of each contribution is split between Georgia RPAC to support state and local political candidates and Georgia RIAC for issues mobilization and education. Thirty percent is sent to National RPAC to support Federal candidates and is charged against your limits under 2 U.S.C. 441a.

    Membership Designations

    Designated REALTOR® Member (Broker)  –  Membership Application

    Principal Partner, Corporate Officer, or Branch Manager of a Real Estate firm.
    There is only one Designated REALTOR® per company. The Designated REALTOR® is responsible for paying dues for all licensed agents within their organization.

    REALTOR® Member  –  Membership Application
    Agent within an office of a Designated REALTOR® that holds an active real estate license who becomes a member of the Board.

    A REALTORS®Member who has held membership in the National Association as a REALTOR®, REALTOR-ASSOCIATE®, or both, for a cumulative period of forty (40) years is eligible for REALTORS® Emeritus status.

    2015 Change: At the 2013 REALTORS® Conference & Expo, the Delegate Body approved an amendment to Article III, Section 9 of the NAR Constitution, which outlines REALTOR® Emeritus eligibility. Beginning with applications filed in 2015, in addition to the forty (40) years of membership, a REALTOR® Emeritus candidate member must also have completed at least one (1) year of service at the National Association level. However, for applications filed through 2019, the one (1) year service requirement may also be met through service at the state or local level. This provision will sunset at the end of 2019. Upon approval of an application for REALTOR® Emeritus by the Board of Directors of the National

    Association of REALTORS®, no further payment of dues to the National Association is necessary by the member association of which the REALTOR® Emeritus is a member. Please note that the dues waiver does not take effect until the dues year immediately following the Board of Directors’ approval. In addition, REALTOR® Emeritus Members are exempt from the Quadrennial Ethics Training requirement.A completed application is necessary to begin the approval process for REALTOR® Emeritus status, which must be completed by the candidate’s local association. Documentation substantiating the candidate’s forty (40) years of membership (and one (1) year of service, as applicable) must be
    attached to the application.

    The new REALTOR® Emeritus eligibility criteria shall be implemented as follows:
    In addition to the required forty (40) years of REALTOR® membership:

    • Applications submitted in the years 2015 through 2019 will require proof of one (1) year of service* at the local, state, or National Association level.
    • Applications submitted in 2020 and beyond will require proof of one (1) year of service* at the National Association level.

    * “Service” is defined as serving as an officer, director, committee member, federal political coordinator, President’s liaison or regional coordinator to a country with which NAR holds a reciprocal agreement. Deadlines

    CLOSED — if you missed the midyear deadline, you can come back June 15, 2016 to submit for approval at our REALTORS® Conference & Expo held in November this year in Orlando, Fla. October 7, 2016 will be the deadline to complete certification forms for REALTOR® Emeritus status. Certified REALTOR® Emeritus members do not pay dues to the National Association and are exempt from the Quadrennial Ethics Training requirement. Applications are below and must be filled out by the Association.     Individuals or companies who are not primarily involved in the sale or leasing of property, but who have interests in the real estate profession. An Affiliate company must name one person from their company as the designated principal representative for the company.

    Please send in all flyers and advertisements by 4:00 PM the day before for email distribution.

    How do I add open houses so they will pull in the daily?

    1. Log in at NAVICA / Click on the drop-down next to News and Events
    2. Click on Agent News / Click on Open House (highlighted in blue)
    3. Click on Add Open House (highlighted in blue) / Click on Save Event when done

    How do I upload pictures and documents into NAVICA?

    1. Log on to NAVICA / Click on Maintenance / Select Listing Maintenance under Maintenance Options /
    2. Click drop-down arrow / Select Photo Maintenance /
    3. Enter MLS # and follow the prompts / Be sure to hit “SUBMIT” when you are finished uploading photos.

    How many Continuing Education hours do I need?

    Georgia – 36 hours every four years.  Three hours must be License Law.

    How often do I need Code Of Ethics?

    Code of Ethics relates to the Georgia Real Estate Commission and NAR.

    NAR requires you to take a Code of Ethics course at least once every 3 years. (After Jan 2017)

    GREC will accept the 3 or 6 CE’s for the Code of Ethics, depending on which course you take.

    If you are EMERITUS status, you are exempt from this.

    You cannot receive credit for the same course taken twice within 365 days.

    How much are discounted movie tickets?

    Movie tickets are $9.00 and can be purchased through the Board office.

    When are the membership luncheons?

    What do all of these letters mean?

    How is the Association governed?

    Columbus Board of REALTORS® is governed by a volunteer group of officers and directors, who are elected annually from the REALTOR® membership. Directors are elected to a 2-year term, and officers serve 1-year terms. The board meetings are held monthly.

    What does the Association Executive do?

    The Association Executive’s primary responsibility is to run the day-to-day operations of the association. Manage staff who support our members. Serve as a public representative of the association as needed. Implement the strategic plan and directives of the board of directors. The Association Executive is a paid employee of the association.
